I hope that this is not to suggest that saturated colors are not capable of being
harmonic. This analogous color scheme, for instance, is harmonic.
The page in question is a blue with purple, neighbors on the color wheel,
a classic analogous scheme.
The other 'colors' on the page, black and white, are completely
neutral and do not affect the harmony of the other colors.
What may actually be offending you is the loudness (saturation) of the colors.
The crime of this depends on the aesthetic, if any, being adhered to and the
intent of the work.
The German expressionists, for instance, used such schemes commonly.
