please take a look at submarine page

I have a site at www.USS-Irex.info that is meant to be simple and
utilitarian, but I don't want it to be ugly. So comments on aethetics
would be appreciated.

This is just a couple pages for starters. Only the top link on the
index page actually goes to another page.

My principle concern is whether the pages display OK on the IE
browser, to which I lack access. In particular, the pages have a
defined width and should be centered horizontally in the viewport. I
have a work-around to get IE to do this, but wanted to make sure it's
working. Also, I worry that IE might re-arranging things disastrously.
