Why HTML 4.01 Transitional? Is this a rewrite of an HTML v3.2 site?

A surprisingly low number of validation errors.
(BTW: the link to favicon.ico is broken; it is missing slash.)

Ancient table-based layout method.
Many of the links do not work if Javascript is disabled.
The text is small and difficult to read against the medium/dark background.
The home page fits my browser's viewport. A couple of pages (the few
with active links) are set for about 1100px width; much of the content is
lost on the right without scrolling.
The non-home pages have menu bars at the top of the page (blue bg, white
text) that wrap in a most peculiar manner. It is quite ugly.
