Win2K here, and after a quick glance, I have only three comments:

Fixed Width
The yellow background is too bright.
Fine print (60%, 70%..) is too small. Should be no less than 80%

Ooh, yes. Time for a redesign. That old page also loaded very slowly,
even on 3Mbps cable.
