Under Firefox, the left hand menu box (Background/ Overall/ Outcomes/
Future...) overlays the top menu. When the window is resized, the
problem disappears.

At window width 800, the top menu is split in two lines, although it
should fit in one.

If the viewport is too small, the text in the main content box gets a
vertical scroll bar. It looks like the result of an attempt to keep the
footer visible. This is a matter of taste - I don't like it. If
content does not fit in the viewport, I expect the familiar thing to
happen: Scroll the whole window, not some text box inside.

I like the right-justified top nav better than left. Also, the
paragraphs are too wide for my liking. Makes the text uninviting to
read. Overall, the design seems a bit lacking. No eye candy... but it
is functional, clean, downloads fast.

Same comment as before: why do you want me to have to scroll two
different scrollbars to read your content?

You should remove the overflow business on the maincontent section.
Visitors with less than adequate clue may not realize that more content
exists below what is visible, especially after they've scrolled the main
window to the bottom.

Agreed. Functional, clean, easy to read, but boring to look at. Not
necessarily a bad thing, "boring".
