snip consider setting the alternative text to null i.e. ALT=""

I thought all images in the html should have alt tags.
All images should have alt attributes, but the text should be something that
makes sense if the image isn't displayed.

For decorative images, the alternative is usually an empty string - "".

<img src="..." alt=""> has an alt attribute, it just explicitly states that
the alternative is nothing.

Thanks to the people who've given their thoughts.

It needs an entry page that is less daunting, more welcoming than the
current massive one.

Note the bottom of your pages as seen in IE6:

Is that the {line-height : 2px;} or the {padding-top : 30px;} style IE

I would also make the 'back to top' link a transfer back to the page index.
The 'back to top' anchors take the user to the start of the body
(before the nav).
Why is it good if these links reload the page?
Surely the anchors are used to travel inside a page properly here.

Learned a lot so far in this group. Every comment is useful.
Even the one about it looking like an 'adding machine tape'...
Fixed width and centered seemed like a good place to start when doing
this massive site.
Line length was a factor because of the amount of text.
Maybe it needs more colour down the page. Hmm...
