Not *the* answer, but *an* answer; it was the first one that came to
mind, and it's also possible and quite likely that a browser will have
an "always underline links" option.

Right. How many people actually think that people out there make
their own style sheets to view your page.

A user with a monochrome monitor would want to use this type of style
sheet for *any* page as this problem could present itself on *any*
page.
