I'm about to conduct an overhaul of this site www.safe-nz.org.nz

try and standardise and improve the navigation a bit.
You should always cite Web site addresses as URLs, not just hostnames,
as in <URL:http://www.safe-nz.org.nz>.

That said, the first thing I would standardize is the HTML. It looks
really bad to have a W3C "valid HTML" button yet errors come up when
the validator link is followed.

It wouldn't hurt to standardize the CSS either by getting rid of the
dorky scrollbar colors. There is a reason there are no CSS properties
for scrollbar colors in the specification.

What for? Any decent newsreader will hyperlink a url as given by the OP.

Because it's good practice, and there are newsreaders that won't (I have
used them before). Also, the Web isn't just HTTP. Assuming HTTP as the
protocol is a disaster waiting to happen.
