Basic is fine. The whole point of a website is to communicate
something. There is no need to get elaborate.

Please reconsider. You have a 'basic' site. It has content. The
content communicates something to the user. Because your site is
'basic', there is nothing to distract the user from your content.
Now add an animated banner. Humans are biologically programmed to check
out motion within their field of view. An animated banner will draw the
user's attention away from your content and toward the banner ad (that's
why advertisers USE animation). Is that what you want, on YOUR web site?
The likely outcomes, in order of probability:
1. The user will be annoyed and will leave the site.
2. The user will focus on the animated banner and may click on it, again
leaving your site.
3. The user will ignore the animated banner and try to focus on your
content, constantly distracted by that 'flashing thing' at the top of
the page. The user will only partially absorb the value of your content.
4. The user will disable image loading and read your content in peace.
