mouse over buttons which displays picture

I want to create a button which when you put the mouse cursor over them
displays a picture and when you put the mouse over another picture the
picture changes can someone tell me how to do this and what it is called and
if I can do it in frontpage

from what I can see, this site does it with HTML, CSS and JavaScript - I
have no idea about frontpage.
