I'm trying to answer the same question at the moment. Have you seen
http://www.opensourcecms.com/ ? It has a great deal of information
(though if I'm completely honest it hasn't helped me to produce my own
shortlist yet ...)
With the choice available you would crazy to build your own CMS unless
your needs are either extremely simple or extremely specific. If ease of
use is everything, Website Baker and CMS Made Simple seem to have fans.
I'm however more interested in reliability and security, and I'm not
quite so convinced they score there.
