In local Arkhangelsk newsgroup he outrage participiant. I have plan to
consult lawer and to bring an action. If local law-cort not help me
I'll to bring an action in EC.

The fact that Russia is not actually a member of the European Union
might make it difficult for you to bring a case against somebody there
in their courts.
