There are all sorts of issues, such as whether you have a static
IP address, whether or not your ISP's terms of service permit
a server, whether or not your ISP blocks certain ports, how to
properly configure a firewall, how to properly configure Linux,
how to properly configure Apache, etc.
You are WAY over your head trying to do this, based on the
questions you are asking. I'd suggest either waiting until
you learn "a whole bunch more", or:
- disconnect the Linux box from the internet, and connect it
using TCP/IP to another local computer, and get things working
so you can access the linux-based webserver from the other
local computer - that way you don't have to worry about
ISP-related issues, and being attacked from 'the outside'
- get some help - maybe there is a local Linux users group
