I was wondering if I could get some feedback on the services my website
offers (not the layout, as I am more concerned with clients/services)
and the sites in the portfolio. The site
http://www.upstate-designs.com does offer many webmaster tools, forums
html tutorials php tutorials seo tutorials and other tutorials. A chat
room and design services. By the way I am still in the process of doing
free work to build my portfolio, so if anyone needs any work done for
free contact me via my site through IM or forums.

I also wonder if it is legal to announce my site on these groups. Is
this considered spam seeing as how this is a site design related group?
If it is please respond and I shall not post it here again.

Really, I think you need to clean up your own house before offering
services to others. There are 37 markup errors on the first page alone.
There are 12 CSS errors.

Would you want a house built by a contractor whose house couldn't pass
inspection, no matter how nice it looked?

The problem with these errors is that browsers compenstate for them now,
but may not in the future.

Presentational elements and attributes that are depreciated today may/will
become obsolete in the future.

So do you want to make changes to 30 pages when a client decides on a new
color scheme, or do you want to change 1? Do you want to have to go in and
change invalid markup when your client's sites don't work in other web
enabled devices, or do you want to do it right the first time?

I do a lot of server side development. That means I might not have time to
do front end work and will suggest to the client they hire someone for
front end only. I always tell them, however, to send me the designers web
site, so I can advise them. Obviously, if I find markup errors, tables for
positioning, etc., I tell them to go elsewhere. I would definately tell
one of my client to find someone else if they were to give me your URL.
So, now, you might understand why you should take the time to clean up.

Don't worry about those anal wankers. There's no guarantee that any of
the standards that are currently in place will be supported by browsers
or other devices in the future. The future is a long time and really
most web pages don't live very long at all. Anyway most tools and
database driven sites are template driven so whether you're changing 1
page or a 1000 makes no difference. If you're handcoding every single
page of a 30 page website you're wasting your time and probably your
client's money.
