I don't think so. The W3C validator says " I was not able to extract
a character encoding labeling from any of the valid sources for such
information. Without encoding information it is impossible to
validate the document."

Nevermind what the W3C validator says. Look at what the page says (it
redirects to http://www.qesign.com/error_docs/forbidden.html).
