It's just a spammer - nothing to get too excited about.

I did get a chuckle when I looked at the code for one of the "sample" sites:

First I'd like to see them try to copyright their HTML. Second I don't
know or care what their back-end system is for generating that junk, but
who would want it? The nested layout tables go at least 4 deep.
