Ciomments please. Web site needing re-work.

I intend to refurbish my web site:

(1) Some of it's content is ancient -- don't waste space here commenting
on the content.
(2) It uses table layout because I could not get what I wanted with css,
for example the immovable top line.
(3) It's been several years since I did the css. I've forgotten some of
my design intentions so comment will help me re-design.
(4) The goal is readability and ease of use, not prettiness.

Please don't divert the thread into a political debate re: the page content.
I will not defend the design -- I don't like it.
