Hi,
As far as I know text size and positioning should be quantified using
relative units such as em and %, but is this true for image margins?

It depends on whether the situation is such that the margin should
appear to be a particular size relative to one or more images or
relative to neighboring text.

The accessibility-related question about what units to use has to do
with making sure that text is large enough in users' browsers for them
to be able to read it--which is properly done by using relative units
(like em or %) for *font size*. It has nothing to do with positioning,
margins, padding, etc.
