Is Altavista and Intokomi now owned by Yahoo? Does Yahoo still use Google's
search technology?

yes Both the search engines are owned by yahoo and Yahoo is not talking
any source from Google.

Altavista, Intokomi were acquired by Yahoo. However what was the reason
behind the acquisitions? Surely they need to spend more on Research and
Development and compete with Google's Page Rank technology?
