Is there a meta tag that tells search engines which country you are in?

I don't think so.

Besides, it's not that hard mapping IP addresses to countries. There
are services for geolocation, some even free. I've listed some at
<http://schmidt.devlib.org/data/geo-data.html>.

Google offers its own visitor stats service, Google Analytics
<http://www.google.com/analytics/>. They seem to have a good idea
where people are coming from. No reason why they wouldn't be able to
use that. They must use something like this for geo-targetting ads.
Same for Google Local <http://local.google.com/>.

More interesting than restriction to one country is probably language.
However, with search operators like site:.uk it is possible to
restrict searches to a country's domain. However, this won't catch all
UK sites - some companies may prefer a .com domain. In other cases,
sites have a certain ccTLD although they are located elsewhere (e. g.
the many television-related sites with a .tv domain which are not
really in Tuvalu).

Regards,
Marco

Try adding ICBM tags to your pages. I don't think the search engines pay
much attention to them at the moment, but they will once the idea catches
on.

Yes, kind of a language code.

<META HTTP-EQUIV="Content-Language" CONTENT="en-GB">

And I believe there is another for longitude and latitude but that is going
more technical.
