First: excuse me for my English!

Second (and most important):
is it better having a url like this:

www.mysite.com/atlantique.php
or
www.mysite.com/index.php?page=atlantique

I mean, when I search for the key "atlantique" which one of the two pages
will be considered more pertaining?

One parameter is no problem with most reasonable se's. But many parameters
may be a reason for some se's to exclude your page. So don't do

http://www.mysite.com/index.php?page... lorscheme=341

In practice, there is very little distinction between 'theory' and
'fiction' in SEO, but: yes, that is a reasonable expectation.

no, not in my experience. in the long term i think so, but for the moment
most search engines would prefer the first one.
although the examples u give are both dynamic.
