Did you get the responses yourself (contacted SEOs for a quote) or
pick them up elsewhere?

If the former did you find any that seem to know what they are talking
about?

I've looked at a lot of SEO companies websites and can't think of one
that seems to know the latest in SEO research. Based on their own code
95%+ appear to guess and will use techniques (if you can call them
that) that can't possibly work and/or have been proven not to work by
others.
