It is very likely they will do nothing, but that's the contact to use.

They might do something. I turned in a spam report on a rug site a few
months ago and it was removed from the index. Don't know if it was the spam
report or just a coincidence.

owner or will they lower the site in the listings or what, and when?

Or should I simply contact the owner?

get a Google account, sign up for webmaster tools, and fill in the
spam report form that's in there. They say they take spam reports more
seriously if they can identify the fingerer.
