Does anybody know ...

If I'm hosting multiple sites on my home DSL server by using my
registrars forward/mask feature, will most search engines disregard
me?

Since moving one of the sites from a hosted server where forwarding /
masking was NOT going on, I've noticed the site no longer ranks
anywhere. My registrar (godaddy.com) does have a masking meta tag area
so that meta tags and titles are returned to clients (prior to having
this None of these were being sent back).

Also, are there any really good paid submission services that will
help my site rank on Yahoo, MSN, Excite and AOL?

I can only answer the last bit. No.

If a search engine is to be of use to its users, it has to find good quality
sites. If the users find that the high-ranked sites are no good, perhaps
because they paid to be there, the users will abandon the search engine.
Ergo, any search engine is obligated to seek out quality sites, so if your
site is any good they'll come and find you. AFAICS, anyway.
