SEO techniques for CMS

CMS's come in different varieties - different vendors. My question is;
is there a good source of information on the best strategies for
implementing an effective SEO on different CMS's --- and CMS's in
general.

I believe that the dynamic nature of CMS's makes it troublesome for
SEO'ing - correct?

And if so - would an ethical cloak be effective - whereas the cloak
would have the same general look of the dynamic site; but without the
dynamic content. In other words a good static representation of the
page?
