SEO - backlinks question.

Just want to see if I have got this right.

Providing you can get a High PR site to link to you, it does not matter
about the content of that site, just the text in the link.
ie the text in the backlink should contain some of your key keywords, so
then its considered relevent, and some PR will flow down from it to your
site.

Is this correct?

It is nice to get some PR with your links. Yes, the text of the link(anchor
text) should have your keywords in them. PR will be transferred from the
pages that the link is on, as I explained in the other thread.
