anyone know of a tool that will take a source webpage, and look at the
reverse sources of the outbound links on that page and let me know if
theres a valid link back from my current exchanges?

I can write something like that (hint).

But note that it's still possible to cheat if you have a fixed IP address.

What for the fixed IP??
If the site owner is aware that you scan for a back link, he/she can serve
you a different page.
