Regional SEO?

Is it possible for a company to advertise on Google Adwords and/or
Overture and have only people in a certain geographic region of the US
see the ads? Wouldn't that mean the engines would have to know where
the person was physically located? Can they even tell that???

Google Adwords now offers a geographic sensing tool which works down to
specific areas in the USA.

The concept is based on identifying the users IP address, looking at which
pool it comes from, and linking that to a regional ISP's IP pool.

The data used to identify the IP addresses does not appear to come only
from the IP allocating organisation record: when I looked at this I thought
it looked like they might have bought in data from some sort of big
traceroute exercise or something.

I don't know how accurate it is within the USA. It's sort of accurate in
Europe with some weird glitches sometimes, but I understand that the ISP
market is more clearly segmented regionally in the States.
