Speaking from experience, one is often constrained in one's efforts by
the ignorance and obduracy of clients themselves. You can't judge any
result without being aware of the restraints it was obtained under.

Lets hear the reasons why this particular site is like it then.

Why would he, or any practicing SEO, want to answer a question like
that? Hardly your business, is it?

If you are merely focusing on PR you haven't got a clue about what realy
matters.

A few years back PR did matter more IMO, so a site that has been under
severe SEO since 1999 *might* have had at some point at least a PR6.

OTOH, it depends a lot on the site itself: some sites can do very well (as
in making money) with a handful of low PR links (and hence the PR of the
site itself might be low). Others will hardly make money with a PR of 7
:-D and thousands of daily visitors.

Few years back two sites of mine had a PR of 7. All it took me to get that
was taking a few pictures of a plastic toy animal, firing up Xara, and
making a logo for GNU :-D.

It did, and a site *could* have reached a PR6, if he/she even would have
worked hard enough to raise it, it could well have reached a PR9.

It is all about the site itself. It realy depends on what you try to
reach with the site. If you want high PR, need links from sites that
deliver visitors (read customers), get your kicks out of being well
known etc.

PR is not important anymore and never should be the goal of your game.

Again my own site as an example, as any one can see it is on the net for
several years now and doing well. But has only, or better i made it that
way, a PR3 for the main page and a PR4 for some important pages. I
distributed the PR throughout the site. Thus gaining a broader base,
more pages to build on.

Next to that the site has 4 or 5 main themes, that have almost nothing
to do with each other, at first sight. All doing well.

So it should have had a PR7 or even an PR8? But it still has a PR3 and i
am happy with it. Does this mean i didn't do my job as an SEO? I don't
think so.

Tonnie you are doing great. The most important thing I think is if you
undertsnd it and can speak it. Which is a lot easier than writing.
