im developing an asp system that will manage it all, and do on demand
checking and emailing of dead links.

It will be good to see if the pages are cached. Thought it was
obvious.

I link to people on the promise that the page is new and *will* be
cached. Sometimes that promise is not fulfilled.

It would have been a useful add-on thats all.

I am sure Google is well aware that much useage of reciprocal linking
schemes is related to attempts to mislead the search engines as to the merit
of the participating sites. Just because a spamming idea is very popular
and that some appear to get away with it does not make it approved of by
Google. Avoid link schemes and don't link to sites which use such schemes.
