Most probably true, as to my observations.

Does anyone know, if Google's memory lasts longer than a month?
E.g. if a webmaster goes to far with his optimization techniques and
drops in his ranking/gets penalized and thereupon changes his mind and
becomes moderate: will he have a second chance?
Or in other words: does the game start anew with every google dance?
