Most probably true, as to my observations.

Google has been known to penalize sites which use CSS to 'fool'
GoogleBot.. that is, having irrelevant stuff in <H1> tags, then having H1
tags set to tiny text or display: none within CSS. These things tend to
happen after a competitor/netcop notices them on your page and reports them
directly to Google though.

Does anyone know, if Google's memory lasts longer than a month?

E.g. if a webmaster goes to far with his optimization techniques and
drops in his ranking/gets penalized and thereupon changes his mind and
becomes moderate: will he have a second chance?

Or in other words: does the game start anew with every google dance?
