In the past I have seen some discrepancy between what posts were in the
Google Groups and which were in the newsgroups. Are the two systems
supposed to be identical?

Google groups doesn't archive "all" groups
Google respects X-Archive: No header (or something similar as the first
line of your post)
It's possible to have postings removed from Google groups
