Who knows. I have encountered the same thing with names that are not
(apparently) being used. I even wrote a proper letter to a registrant
once, asking if the name was for sale. Didn't get a reply.

I'm surprised that for a name which is advertised for sale, you don't
get a reply. Have you tried emailing the whois contact?

holotech.com, but it was taken, so I went with holotech.net. After a
while I had a few bucks laying around, and decided to see if the guy
wanted to sell the .com, as he had no site on it.

I tried everything I could think of to contact this guy. No response by
email. No response by snail mail. No answer after endless ringing at the
phone number. I Altavista'd (no Google back then) his name, somehow found
his (former) ISP, and called them. They told me that if I managed to find
him, to let them know, as he owed them money.

This guy could have made a few hundred bucks off me, but never responded.
A year or so later the registration expired and I snagged it.
