Do search engines read the contents inside <form>, <script>, or <noscript>
elements? For example, if I used keywords in a js for drop down menus,
would the SEs find them?

No - is the usual answer. There may be a spider that parses javascript but
I've never seen conclusive proof that such a thing exists.

The only time I've seen Google spider a bit of javascript is when I
made an error in the code.

I put java script instead of javascript (added a space). It worked (in
a browser still), but Google picked the links up (though not as they
should of been).

Shows you how important it is not to have errors in your code.

I've not tested it, but maybe adding an error like this to some java
script will get it indexed. I don't need to use this to get ranked,
but would be interested to know if it worked.

The contents of <noscript></noscript> is indexed.
