Overture / ineedhits ripoff

On April 2, I submitted several url's to ineedhits.com (Overture agent)
for 4 day inclusion in Overture Site Match. These are in the form
www.xxxxxx.com/.....PDF. The account status for these was first shown as
"Queued" for Overture, then switched to "Editorial Review" - where they
have been in excess of 30 days. ineedhits.com advises they can do
nothing until Overture responds. Overture has not reponded to my
inquiry. ineedhits.com claims that .PDF pages are not really web pages
(presumably only HTML pages are?). Anyone else having this kind of
experience?
