engines must give very little weight to what's coming from that section.
But they WILL read it.

What do you mean by "legal way to display DIFFERENT content"? Is that a
cloaking technique you are trying to create? If so, then don't bother:
it's been around so long that all the engines are aware of it and no, it's
not "legal".

No idea about weight, but if "free sex mp3 sex sex mp3 free" doesn't work
for a normal page, it will not work for a frame set page either.

I can imagine that one does put content in it (one should I would say), but
that should be related to what is going to be shown inside the frameset or
the site in general, otherwise vistors come and go very fast. Maybe ages
ago they would go via an attractive banner, but I doubt that is still the
case.
