No it is not frequent. In April 2003, I believe, the google directory
updated for the first time since September 2002. Part of this was due
to technical problems on the DMOZ end, and in part it was due to the
fact the import the RDF dump is an enormous task.

I wouldn't hold my breath for an update soon. Right now the "public
view" of ODP doesn't even coincide with the internal version.
