Depends a lot on the nature of the sites in question. If they are both
quality sites on the same subject, or related subjects, then I don't
see it doing either party any harm.

I've believed for ages this kind of thing was going to start getting
hammered and I'm hearing that with this update that's what's
happening. So I'd advise against it. A handful of links is ok because
that's natural - link to your friend's site and so on - but serried
ranks of reciprocals to unrelated sites just isn't going to do you any
good.
I'm not saying you'll be penalised, just that you'll expend effort for
no gain.
