Link quality

I have heard a number of claims in this group that only external links
with a PR of 4 or better will help your site in re: SEO. However, I
have noticed that a number of highly-ranked pages in the search terms
I am shooting for have a number of links from pages with PR 2, PR 1 or
even PR 0. Do these links help after all, or are they just ignored?

All indexed links help, but ones with higher PR and your keywords as
anchor text help more.
