I understand that PR is calculated on the the PR of a page containing
an incoming link.

However, there is no real reason for anyone to have incoming links to
their outbound links page in order to give the outbound links any PR
value.

To explain my thinking.

We have the following page with no incoming links and therefore a PR0

http://www.premiumiv.com/links.htm

We have a partner who has the a link back to our homepage, and the
referring page also has a PR0

http://www.sbhonline.com/PremiumIV.htm

With a PR0 this is clearly of no use in terms of SEO (although it does
give us good human referals).

I was thinking of adding a link from
http://www.premiumiv.com/links.htm page to
http://www.sbhonline.com/PremiumIV.htm in order to give that page a
higher PR to improve our own PR from the returning link.

The paradox is that looping links to PR0 pages will apparently help
no-one.

I suppose my question is, how does one get a reasonable PR for an
outbound links page in order to make link exchanges interesting to
other sites?

Getting good human referrals is the point of SEO. You seem to be
already home with that page.

Is the page linked from other pages on your site? If so, it has some PR
(even if reported as 0).

PR is reported truncated to integer value, but it is calculated (and used
internally by Google) as real (floating point) value. Thus PR0 can be
anything up to 0.9999(9).

It is my understanding a default value is awarded for any link even if it
shows PR0. Fact is that dispite it's lack of PR it still remains a link and
therefore a positive value.

I would be happy with any link, even those with PR0... over time these pages
might grow and with that the value of their links. Besides that, it's way
easier to get a link back from sites with alot of potential when they are
fresh and fishing for traffic themselves. Concider it a medium to long term
investment.
