Just a traffic-booster concept

I have a website with lots hundreds of
now-to-do-it pages about boat building and fishing related stuff.
But I can't seem to get above page rank 4.
Reciprocal links don't seem to help.
I have lots of good content. Inbound links are hard
to come by.

Then it occured to me that traffic is the goal, and page rank is only a
means.
And there are other ways to boost loyalty and re-visitation rates
and (ultimately) traffic to your site (besides Google page rank).

For instance, I do notice the online forum I have gets 10-15 thousand
"page impressions" a week, several hundred times
more than all the other pages lumped together as one.

Readers love forums. What they like, I think, is seeing
their own words published. The 'why' doesn't matter.
They love forums, for what ever reason. And forums keep them coming
back.

So why not put a forum on every page........somewhat like
the manual pages for apache and php, where users can
ask and answer questions at the bottom of each page.

Does anybody know of any commercial sites that do that?
That have an interactive Blog-comment or Forum like feature
at the bottom of every display page?
