You could easily call the keywords from a database, at the same time as you
called the content. Then call the keywords into a field within your CMS at
the same time as the content, same as you can with metadata (if you feel
the need).

If you're prepared to do something spammy like use noframes for no good
reason, I suspect validation is not your number one priority.

I wouldn't do it because sure as eggs are eggs, it'll start getting
penalised as most keyword hiding systems do. Strikes me as a rather clumsy
approach anyway, and very easy to detect/penalise.
