IP is very important for backlinks?

Is the IP important for backlinks? how it works?

I do not know for sure. However, I think Matt Cutts from google made
reference to this. I think google looks to see if your links all come
from the same IP. If they are from different sites, but the same IP,
then I think google might treat these as all one site or give it a
penalty. This came about because people would buy 100 domains and
all on the same server, inter link them; therefore, "pull their
themselves up by their own boot-straps." What did you have in mind?
