This is the part I found interesting reading:
"Your own RECIPROCAL LINKING PROGRAM also contributes to the
impression of over-optimization. The fact that Page Rank of 4 or
greater is a condition for linkage would be a red flag. It could
easily engender spam reporting by those eliminated from applying. If
reported, then checked by a Google minion, it's likely to count as a
black mark. A directory of sites is perfectly allowable, but
references to Page Rank requirements and trading linkage is considered
to be another method of artificially inflating page rank."

I do not believe that Google checks web pages closely enough to notice
these things, much less to penalize based upon these criteria.

If reported? Google does very very little manually. After half a dozen
conversations with help (AT) google (DOT) com and webmaster (AT) google (DOT) com, I have
determined that there is no intelligent life there. I have had more
intelligent conversations with my Golden Retriever.

I wouldn't worry about Google's administrative staff reading and
understanding anything. I think my Golden Retriever has a better chance
of understanding most web pages.

Can you imagine a complaint department of say 5-10 people and
thousands of complaints? Each one needing to be researched fairly and
accurately?

Probably of fetching more relevant pages too.
