Or RFCs. There are hundreds of identical copies when you search for
one of them.

nearly impossible to keep on top of the changes and still do anything."

actually. Jagger 3 was my undoing. Google results are still flailing

It was never a penalty in the way that SEs spam got; what can happen is that
many duplicates get reduced to "supplementary results" - the serps are
littered with them.

It would virtually never apply in cases like product descriptions - the
proportion of the page that's duplicated is very, very small.

With articles on serious content sites, it is an issue - and it certainly
happens when the whole page worth of code is stolen.

With spam publishing sites - the crap that publishes millions of 500 word
self-promo "articles", the duplicate content filter is not even tickled;
there's so much crud, code bloat and other promos on the page that the
"article" is, again, too small a proportion of the page to matter to SEs (or
anyone with an IQ greater than 3).

Worth noting that most of those pages are PR=0, and probably have zero link
value, but that's another story.

Duplicate page damage is usually WITHIN a site; template pages with small
amounts of unique content; they are hurt because the crud, code bloat and
other promos are the same for each page, dwarfing the unique code. So Google
thinks (usually correctly) "nothing worth listing here, boyo", just lists
the URL.

Not a penalty; only a problem to the owners of autogenrated pages with
minimal interesting content - and easily sorted.
