on, cached. Not too many links perpage, no black hat ... THEN you

It is mainly COMMON SENSE.

In that case, you ought to alter the text so yours is unique. You
may/will get a penalty for duplicate content.

A good question: page rank is no longer very important.

As for links, these days you need Quality - not quantity. I have sites with
fewer than twenty links, and higher page rank than you. Careless linking can
reduce your ranking. it may be that your reciprocal and cr*p links are more
than compensating for the good links that you have.

Tidy up your outgoing links, and the incoming ones will not be able to hurt
you.
