How hard would a google autoresponder be?

How hard would it be for google to send an autoreport to a -predefined email
address when it spiders a suggested site?

The report could say:

Your site (was / was not) indexed because ....

That would stop a lot of the stuffing around for all web designers. Where
can I make these suggestions to google. Is there actually any humans there
or is this the beginning of a Matrix style the machines are taking over.

Try the Google website. It is very human.
Look under "services and tools" and "help."
They have a forum on the site for comments, a FAQ, etc.
