I don't think google would want to bother with paying an army of
customer service people to deal with complaints from web users.
That stuff costs a lot of money and is also a big pain in the ass.
I was in tech support for a year and I had to deal with a lot of
idiots calling in. That was one of the worst jobs ever.

improve"

This finds a form where you can detail your complaint. they promise to look,
but (of course) make no assurances that they'll agree with you, and they
will not respond either.

But it does get read, and it does get acted upon.

Either that, or there's a lot of coincidences about ;o)

In general, however, if you feel a page does not feature high enough (a rare
phenomenon - fewer that 99.9% of webmasters ever experience that emotion),
appealing to Google isn't the answer; working on the page (or the site, or
around the site) is more likely to be successful.

But if you feel another page is doing rather too well (for example, the top
page on a competitive search has two links and three lines of non-related
text), then that link may be doing the web a favour.

If you have reason to believe the site is using unethical tactics such
as hidden text or links, misleading or repeated keywords, page doesn't
match the Google description, cloaked page, deceptive redirects,
doorway pages or it's a duplicate site or other spammy tactic, you can
report a Spam result to Google and they WILL act upon it if in fact
