That's always been so; but there's a reason there somewhere, and it's a
'link' reason, if you are looking ar page rank, rather than more important
measures.

Don't link for the sake of linking; if you want links to count, don't
undermine them by linking to every cr*p site you can think of. It dilutes.

can have traffic value.
But that's a quality blog.
99.9999999% of blogs are pure, unadulterated cr*p, and, unsurprisingly,
Google has noticed. So most of them count for little (and a cr*p blog won't
send traffic, why would it?)

Plenty of ideas. but the main one is this:
Google is getting more and more sophisticated; penalties are getting subtle,
so a cr*p site can be penalised without the cr*pper ever realising what's
occurring.
The key to success in Google, now more than ever before, is
A. Quality content
B. Quality links.
Quality trumps quantity, EVERY time.
