About a month has gone by since the last Google update.

Sites like http://www.forbes.com which used to be a PR7 are now a
PR4. Many of the large content driven sites have dropped to even PR0.
News sites were a prime target. Blogs were a prime target. But not
all.

1)We all know that sites that sell ads or sell PR have dropped, or
link to a bad neighborhood have dropped.
2)We all have herd that PR does not matter anymore (this is only
partially true).
3)However, many sites with no obvious violations have also fallen from
grace regarding google. (my blog from PR4 to PR0. www.claritaslux.com/blog
)
4)Blogs by their nature create duplicate content so unless Google
wants to penalize the whole wordpress community then I do not think
this is the case, unless I am doing something wrong that others are
not.
In concrete terms what is a blogging strategy going forward 1. Remove
excessive outgoing links? 2. Forget about blogging as a source or PR,
links or traffic? 3. None of the above.
5) Does anyone have any other ideas related to this last update or the
future of same site linking or external links in the eyes of google?

That's always been so; but there's a reason there somewhere, and it's a
'link' reason, if you are looking ar page rank, rather than more important
measures.

Not so. And if you are worried about page rank, then it's a 'link' issue.
NOT content.

But that's a quality blog.
99.9999999% of blogs are pure, unadulterated cr*p, and, unsurprisingly,
Google has noticed. So most of them count for little (and a cr*p blog won't
send traffic, why would it?)

Plenty of ideas. but the main one is this:

Google is getting more and more sophisticated; penalties are getting subtle,
so a cr*p site can be penalised without the cr*pper ever realising what's
occurring.

The key to success in Google, now more than ever before, is

A. Quality content
B. Quality links.

Quality trumps quantity, EVERY time.
