This is good marketing. I am not quite sure what you would call it.
This could net the owner a few rubles I'm sure. Of course, the web site
has to prey on the ignorant in order to succeed. The fact is that out
there there are still some people who love large volumes of random
traffic. As long as they see that hit counter spinning around it
doesn't matter to them what the quality of the traffic is. The fact
that the hit counter keeps spinning around in itself satisfies their
requirements. How come I can't find a job like that? ( OK OK I would
never do a job like that, seriously ... well maybe ... no no never ...
I suppose if ... )

We can attest to the value of targeted traffic harnassed from the
organic SERPs. This is the best traffic for a web site but I am
surprised by how few business web site owners are aware of that. They
know something of it but little.

One question that is common when finalizing an SEO contract is "How
much more traffic will my web site be getting?" Anyone ever have to try
to answer that one? I got so fed up with trying to negotiate reality
into these people's heads that I simply say to them now to fully expect
a noticeable reduction in traffic after I start working on it.

I try to explain things in easy language but some people just don't
get it. To some professional people, a number is a number and after
that they just don't care. The site looks good, the telephone doesn't
ring, the email inbox is empty but ... the site looks good and lotsa'
people are apparently visiting ... the design is impeccable ... tons of
traffic ... perfect markup ... two hundred visitors a minute sometimes
.... spectacular presentation ... THE PHONE ISN'T RINGING!

I saw the irony of it all too. The OP is a good marketer. It may not be
that yourtrafficboost.com can actually accomplish anything significant
as long as yourtrafficboost.com appears like it can there will be
someone desperate enough to take the bait. Obviously the OP has little
knowledge of the search engines but good marketing knowledge, something
I wish I had more of.

Speculations are speculations and that's what SEO is partially about,
because search engines don't publish their algorithms.

Yes, but an inexperienced SEO may perceive the speculation as being
established fact, endorsed by expert SEO and may well be on his way to
a valuable lesson in reality.

My clear warning diminishes the capacity of junior SEOs from
potentially causing a web site harm. Ultimately, each SEO develops his
own methods over time.

Don't get me wrong. I too am frequently guilty of giving bad advice.
